Rate limit warning doesn't go away even after time has elapsed

Observed behaviour

You are unable to send messages in that particular channel entirely until a client restart. Sending messages in other channels continues to work fine.

Reproduction steps

  1. Send multiple messages in quick succession until the rate limit popup appears.
  2. Close the popup by pressing the escape key on your keyboard.
  3. Wait over 3 seconds as the warning tells you to do.
  4. Send another message.

Can reproduce CR, only seems to happen when you hit esc to exit the popup. It appears to work if you press "try again" - Canary Desktop 2026.602.31138, Web 2026.605.11941, Windows 11 10.0.26200 (x64), Electron 41.2.2, Chrome 146.0.7680.188, Node 24.14.1, Locale en-US
