Some other platforms have used a valid credit card on file/credit card transaction as age verification, so could be a good viable alternative in those specific areas? Preferably this won't impact self-hosted instances as mentioned above

Plus as mentioned in comparison, larger multi-national corporations like Valve are doing this, so there is proof that this at least works in the UK.

It works for steam because steam supports just about any payment method you can throw at it even highly localized ones such as iDEAL which is used in The Netherlands.
