Whether that's intentional or not, the shortcuts seem to require the target message to be selected via tabbing. That will show a highlighted border on it and then you may use these shortcuts.
I recently opened a discussion to suggest Ctrl+Arrows and Shift+Arrows for replying / editing messages respectively, with the ability to jump up and down the messages with the up and down arrows here.
