[Self-hosted] Cannot reset password

Summary

I do not expect my self hosted instance to require an smtp configuration. Currently even if SMTP configuration is disabled, the password reset still expects it, making it so there is currently no way I can reset a user's password or send them a url so they can reset it themselves.

Steps to reproduce

  1. Go to User account settings
  2. Send password reset
  3. SMTP is not setup so nothing happens
