[Self-Hosted] Only one person is able to join a VC in a community at a time

Summary

After creating a community, attempting to join the VC works as expected. However, if another person tries to join they get a connection error and are unable to join. If the person in the call leaves then another person is able to join without issue, but no one else can join. This Fluxer instance is exposed to the internet with the proper ports exposed per the documentation. This issue occurs regardless if the user is local to the instance or over the internet.

Steps to reproduce

1. Set Voice Region and Server either via the UI or via the environment variable. See #601
2. Create a community
3. Join the community VC with one account
4. Try and join the same VC with a different account
