Line breaks should work properly in forum post guidelines

Lines breaks do not render in the post guidelines when you make a new post. Oddly, dashes do make a line break but this dash is hidden. It doesn't make sense.

Make dashes render as bullet points and lines breaks render as line breaks, like normal messages.
