Add another field into Forum and Media channel types to insert Guidelines separately from the Channel Description

The Description of a Forum and Media channel currently is used for both the Description visible next to the channel name at the bar on the top of the screen, as well as for the Channel Guidelines.

Separating both into individual options would allow for more customisation.
