pop-out call UI resized to smaller sizes may diseappear user streams

(#4462) Bug Open: Needs triage desktop ui video voice

Reproduction steps

Uncertain on size calculation, but can replicate this on 1080p and 4k monitors. Streams do not need to be watched to occur. Needs to be the pop-out call window; not replicating in base window.
  1. Exist with multiple users, with 1+ stream.
  2. Pop-out call window.
  3. Resize call to smaller sizes to only allow size for user icons, not streams (can go down to max size of 1).
  • Streams should disappear here.
To recover:
  1. Resize window to larger size again.
  2. Focus a user's icon, then unfocus.
or.
  1. Resize window to larger size again.
  2. Focus a user's icon.
  3. Deselect "Show non-video participants" from call menu.
  4. Unfocus user's icon.

Expected behaviour

If streams are expected to disappear at small sizes to prioritize users, they should reappear when resized larger again.

Actual behaviour

Presuming the disappearing streams at small window size is intentional: The streams flash into the UI briefly when window is resized large enough again, but immediately disappears again. If not intended: Cells in window should scale to a smaller size or enter a scrolling mode.

Evidence

Video included-- first half is normal behavior, second half showcases the problem and one way to recover it. (resizing and toggle-focusing another UI cell) Validated this was an issue ~2 weeks ago, but freshly recorded the behavior on current stable build from fluxer repo.

An indicator to show that cells in the voice call UI are hidden when there are too many people would also be nice. I can add a feature request for this later if it doesn't already exist.
