Without message history permission, pin messages does not seem to work

Reproduction steps

Grant a test account the following permissions only:

View channel
Send messages
Pin messages

Switch to that test account
Send a message on the test account
Still using the test account, try to pin the message you just sent
Go back to the admin account
Grant the test account "Read message history" permissions
Switch back to the test account and pin a message successfully

Expected behaviour

While this is likely not something anyone would ever do, the pin messages permission should not be tied to being able to read message history. Or, if the permissions cannot be separated, then read message history should be force-enabled for any roles granted pin message permissions.

Actual behaviour

Reading message history permission is required to pin.
