Forum channels have no 'Pin messages' permission

Reproduction steps

  1. 'Edit channel' on a forum channel
  2. View permissions
  3. See there is no 'Pin messages' permission.
  4. Give a non-admin member every permission under MESSAGES & MEDIA in that channel
  5. They cannot still pin any messages in a forum

Expected behaviour

Regular channels have 'Pin messages' as a separate permission from 'Manage messages'. 'Manage messages' states that "Pinning is controlled separately". Forum channels should have a 'Pin messages' permission.

Actual behaviour

Forum channels do not have a 'Pin messages' permission, but the description of 'Manage messages' still states that "Pinning is controlled separately". Even when given every permission under the MESSAGES & MEDIA heading, regular members cannot pin messages in a forum.
