Descriptions in Forum/Media channels do not properly format text (Markdown)

1. Create a Forum or Media type channel
2. Edit the channel and add a description to it with markdown such as

"- Bulletin One

• Subtext"

3. Save the changes and exit out, and observe the expanded Post Guidelines

The expanded Post Guidelines apply the markdown properly, such as when trying to make a bulletin or list.

All such markdown formatting is ignored, the text is just displayed in a row.
