"FLUXER_AUTO_JOIN_INVITE_CODE" variable doesnt work when the instance holds the sign-up for approval

(#3887) Bug Open: Needs triage self-hosting

Reproduction steps

On an instance that has registration mode set to approval: -Set FLUXER_AUTO_JOIN_INVITE_CODE to a valid invite code in .env and push the changes (docker compose up -d for a docker instalation)
  • Open the instance and create a new account
  • Approve the sign-up in the admin panel
  • Login with the account and observe that the account has not joined the server set in FLUXER_AUTO_JOIN_INVITE_CODE
  • Make another Account but use a Admin-Issued Registration URL generated via the Admin panel
  • Observe that the account that used the AIR-URL has joined the server set in FLUXER_AUTO_JOIN_INVITE_CODE
This issue can apparently also be observed when using SSO. See Bug Report #3489.there is also some similar bugs that are marked as fixed, tho those all reference the "Single Community Mode" and are a bit older: #888, #689

Expected behaviour

After a account gets approved the account should join the server set in FLUXER_AUTO_JOIN_INVITE_CODE

Actual behaviour

The account does not join the server if the sign-up gets held for approval.
