Allow communities to configure some channels to be muted by default (at channel creation and later for new members)

Current problem

As a server administrator, I create channels that are essentially public feeds - modlog, GitHub feeds, etc. While I very much want these to be publicly visible, I don't think it makes sense for most users to be notified of the messages/see unread indicator on them by default.

Proposed change

I'd like to be able to configure some of the channels in my community to be muted by default. The way I'd expect it to work is that:
  • if set at creation, channel becomes muted by default for every existing member and for any future new member
  • if enabled on an existing channel, channel becomes muted by default for future new members with no change for existing members
  • if disabled on an existing channel, channel becomes unmuted by default for future new members with no change for existing members
I'm not entirely sure about whether the behavior for existing channel makes most sense here. Perhaps, it would make more sense for the channel to also become muted/unmuted for existing members who didn't explicitly change its muted status since that channel was created/that member joined.

Perhaps this could simply just be a feature of onboarding (https://feedback.fluxer.com/p/1337/community-onboarding-guide-and-role-icons-next-to-names), assuming new "muted by default" channels could apply to existing members too, though I very much dislike how Discord does it with the channels you're not interested in being entirely hidden rather than just muted.
