Slowmode countdown triggers upon message send rather than upon message delivery

(#365) Bug Awaiting confirmation channels messaging

Summary

When you send a message with slowmode in it, the slowmode countdown immediately begins. That timer should only start running when your message is successfully sent. Side note: The timer shows up purely visually if your message has not been delivered yet. Any retries to send a message that was never delivered will succeed during the lifetime of that countdown.

Steps to reproduce

  1. Create a channel with slowmode on or choose a channel with slowmode on.
  2. Send a message in the newly created channel or the chosen channel of your choice.
  3. Watch as the countdown begins right away, before your client is even told that the message was delivered. It also doesn't matter if the message ultimately fails to send, the timer will still run.

Status changed from Fixed to Awaiting confirmation
This was closed in a bulk cleanup before Fluxer V2 without being checked or fixed. It may work now, so it is waiting for someone to confirm whether the bug still happens.

I've noticed this as well. There is no visible way of knowing if a channel is in slow-mode or not, unless you have certain role permissions enabled. If you're just the default role, then you wouldn't know about it, unless you sent a message in the affected channel.
