Voice Chat: Move Members permission restricted by role hierarchy / configurable move rights

Currently, users who have the permission to move members in voice channels cannot move users who possess the same role or a higher role in the role hierarchy. This makes the move feature very restrictive and impractical for daily server management (e.g., moderators or supporters trying to move peers or higher roles into specific channels).

Allow any user with the "Move Members" permission to move any user between voice channels regardless of role hierarchy, or introduce a configurable option/setting to determine whether role hierarchy limits the ability to move users.

Enabling this would make voice management much more flexible for moderators and staff members across different role levels.
