Categories with one channel cannot be collapsed if "Hide muted channels" is enabled, even if nothing is muted

The channel category does not collapse. It collapses if "Hide muted channels" is disabled, but not if the option is enabled, even if no channels are muted. See attached video for demonstration. This is very similar to #3017. Same outcome, but different steps to achieve it. These may have the same root cause, but since this is done with a different method I'm reporting it.
