[Niche] When window height is approximately same as right click menu height, flickering occurs

Observed behaviour

Some small amount of flicker at the bottom of the right click menu. I think it's stuck swapping back and forth between having and not having a scrollbar, but unsure. See video for demo.

Reproduction steps

  1. Resize window to have similar height as right click menu (easiest to reproduce with right click on emoji)
  2. Right click on emoji
  3. You might have to try a few times to get the correct height
