Picture in Picture popup does not show up in Canary

Observed behaviour

PiP does not appear. This behavior is not present on 0.0.8 stable.

Reproduction steps

Check fluxer://settings/user?tab=advanced_settings&section=advanced-settings-privacy to make sure "Disable picture-in-picture popout" for screen shares is disabled.
Join a VC
Switch to a different community to observe PiP appear
