Choppy scroll over specific UI elements

Observed behaviour

Scrolling is choppy until a new element besides a affected one is hovered and becomes focused. Affected UI elements are:

codeblocks
tables
input fields

Reproduction steps

Hover one of the listed elements
Start scrolling
