Tooltips stay next to mouse pointer when scrolling

Tooltip follows mouse pointer until mouse pointer moves or scrolling slows down or comes to a stop outside of the emote bounds This issue has can also show up with other hoverable elements including:

• reactions to a message
• action bar and its items (bar when hovering over a message)
• media buttons (download / add to favorite buttons when hovering over media)

Expected behaviour Tooltip follows the emote and goes away once mouse pointer is no longer near the emote
