Observed behaviour
Tooltip follows mouse pointer until mouse pointer moves or scrolling slows down or comes to a stop outside of the emote bounds
This issue has can also show up with other hoverable elements including:
- reactions to a message
- action bar and its items (bar when hovering over a message)
- media buttons (download / add to favorite buttons when hovering over media)
Reproduction steps
- Hover over an emote posted in chat
- Start scrolling somewhat quickly
