Middle mouse button scrolling is bugged when used on the main chat

Observed behaviour

The cursor's appearance is not changed to the MMB scrolling look. Pressing MMB a second time does not stop the scrolling. Additionally, when holding MMB for scrolling the scrolling doesn't stop when MMB is released

Reproduction steps

Press middle mouse button over text chat to scroll it
Move the mouse up and/or down
Press middle mouse button again to stop the scrolling

Expected behaviour Cursor should change appearance to indicate active scrolling. Scrolling should stop once MMB is pressed a second time.
