Observed behaviour
The cursor's appearance is not changed to the MMB scrolling look. Pressing MMB a second time does not stop the scrolling. Additionally, when holding MMB for scrolling the scrolling doesn't stop when MMB is released
Reproduction steps
- Press middle mouse button over text chat to scroll it
- Move the mouse up and/or down
- Press middle mouse button again to stop the scrolling

Expected behaviour
Cursor should change appearance to indicate active scrolling. Scrolling should stop once MMB is pressed a second time.
