resending a failed (reply) messages will ignore the ping setting

Observed behaviour

sent the message with ping

Reproduction steps

  1. Prepare a reply message and turn the ping off
  2. fail the message sending (simulate this by turning off your internet a few seconds before sending the message)
  3. (turn on your internet)
  4. resend the red message with the retry send button
  5. the reply pings the user although it was set to the opposite
note: you can see the @ appearing infront of the replied user when the message retry sends

Can reproduce CR. Failed disabled ping replies will ping if re-sent. canary build 558 (3af3543), 2026-05-02 18:32:42 UTC, Electron 41.2.2, Linux 7.0.3-1-cachyos-bore-lto (x64), desktop canary 0.0.113

Can reproduce CR: canary build 560 (a3d4449), Electron 41.2.2, Windows 11 10.0.26200 (x64), desktop canary 0.0.114, locale en-GB
