Muting a server with Hide muted channels enabled makes channel list disappear

Summary

When I have a whole server muted and "Hide muted channels" is enabled, the entire channel list for that server disappears. I would rather it to only hide the channels I have explicitly muted, while all other channels are visible when I have that muted server selected.

Steps to reproduce

1. Have a server
2. Enable "Hide muted channels"
3. Mute some specific channels, watch them be hidden, but keep some other channels unmuted
4. Then mute the whole server and all channels disappear
