Reaction tooltip does not list every user who reacted

Summary

When a message may have 3 reactions, only two users of the three show up.

Steps to reproduce

Make a message Let others react to it with similar emoji Check the reactions Be surprised

Environment (optional)

Windows 11, latest desktop fluxer.app.

Status changed from Fixed to Awaiting confirmation
This was closed in a bulk cleanup before Fluxer V2 without being checked or fixed. It may work now, so it is waiting for someone to confirm whether the bug still happens.

It appears that even a single reaction can sometimes hide who did it. This also includes hovering your mouse over the reaction and seeing no name. image

I've seen this, I think removed reactions aren't being cleared on remote clients. As an example, i saw someone react thumbs down, then quickly reacted thumbs up. The "thumbs down" react still showed 1 on my client, but the tooltip did not who any users.
