Mobile messages do not trigger slow mode timer on desktop/web

Observed behaviour

Slow mode triggers from mobile do not trigger the slow mode timer on desktop. This also sort of invalidates #2042 as the issue is no longer localized to just image uploads, but any message sent.

Reproduction steps

  1. On mobile and desktop, open the same channel that has slow mode enabled
  2. Send a message from mobile
  3. Immediately look at the slow mode timer on desktop

Build information

Version 1.0.0, Beta 53, Channel Beta, Build 2320, Android 16 (arm64), Device Google Pixel 9a, Locale en-US, Push fcm, Flutter 3.47.0, Dart 3.13.0

Expected behaviour The slow mode timers should sync between both clients.

Can reproduce CR: Version 1.0.0, Channel Canary, Build 2262, Android 15 (arm64), Device OnePlus CPH2465, Locale en-GB, Push fcm, Flutter 3.44.9, Dart 3.12.2
