Observed behaviour

Slow mode triggers from mobile do not trigger the slow mode timer on desktop. This also sort of invalidates #2042 as the issue is no longer localized to just image uploads, but any message sent.

Reproduction steps

On mobile and desktop, open the same channel that has slow mode enabled
Send a message from mobile
Immediately look at the slow mode timer on desktop
