Slowmode does not respect role-bypass rules

Observed behaviour

Slowmode is still applied despite the bypass-permission.

Reproduction steps

Have slowmode enabled in a channel.
Set up a role that allows a user to bypass slowmode.
Have that user send messages on the mobile app in the channel.
