Allow reactions on a message to be reordered
Problem
The order of reactions on a message cannot be changed without removing and adding them again This is inconvenient when reactions are meant to represent ordered options, steps, or rankingsProposal
Allow the message author and users with permission to manage messages to reorder reactions, for example by dragging them into the desired position This should therefore also be possible programmatically The chosen order should be preserved Reactions should be retained on moveNotes
