Create roles at a specific position and no permission inheritance
Problem
New roles are created at the bottom, even though the create button is at the top
Also a newly created role should not have any permissions, since I assume it inherits from everyone, but blank roles that are just for grouping don't need that, so you are either clearing, or create a mess later depending on permission setups and needs
Proposal
Allow roles to be created at a selected position and maybe also allow duplicating roles that would be next to the duplication target
