Create roles at a specific position and no permission inheritance

Problem

New roles are created at the bottom, even though the create button is at the top Also a newly created role should not have any permissions, since I assume it inherits from everyone, but blank roles that are just for grouping don't need that, so you are either clearing, or create a mess later depending on permission setups and needs

Proposal

Allow roles to be created at a selected position and maybe also allow duplicating roles that would be next to the duplication target

Notes

1. Why is the create button up top and the role created at the button
2. When you have many roles, being forced to drag them around is tedious
