Let users DM people who sent them a friend request

Problem

on discord, one of my biggest pet peeves is when i get a friend request from a random person but i cant ask who they are because their dms are not public. i think it makes no sense to not be able to dm people who have sent you a friend request, because the user has already consented to it if you accept the request, its just that you havent yet consented to being their friend

Proposed solution

make it so when user A sends a friend request to user B, user B can always dm user A, regardless of user A's dm settings
