Allow UI Hardware Acceleration to be toggled On/Off

Problem

Sometimes when I update my drivers (Windows/NVIDIA) and go to use my favorite Electron apps, I am greeted with a "crust" that causes visual issues and very degraded performance. I am able to turn off hardware acceleration (dealing with slightly worse performance for a bit) on most of these apps until a fix is pushed. However, it looks like on Fluxer- I'm only able to turn off hardware acceleration for streams and not the UI itself. Proposed solution

I think a toggle option for Hardware Acceleration should be added in Advanced next to the stream hardware acceleration option, with maybe a name change for the stream one to note their difference. Or the stream HW could be moved to Audio & Video?

Notes (optional)

I am not sure if #204 counts as being similar, as that seems like the search is just pulling up the existing stream HW acceleration option.
