Webp and Avif formats for animated emotes

Problem

Right now adding webp or avif format animated emotes renders them not-animated. Migrating from Discord, all the emotes grabbed are in webp. It takes extra few steps to convert them into GIFs to add them to Fluxer.

Proposed solution

Add webp and avif formats compatibility for animated emotes for easier migration.

and stickers!! i have some animated stickers that i cant add to fluxer because they impossible to compress using the gif format, but with webp its trivial
