[Self-hosted] Admin panel login fails with missing admin:authenticate permission

Observed behaviour

I'm self-hosting my own Fluxer instance and the admin panel asks me to log in, and after I log in it gives me this message: Access denied: missing admin:authenticate permission. Ask an administrator to grant access. This only started happening after the latest update.

Reproduction steps

  1. Go to the /admin subdomain
  2. Log in as an account with * (all) permissions
