Observed behaviour
Reduced motion does not disable the "bounciness" of scrolling when hitting a limit, causing the screen to stretch, which causes eye strain.
There is no option to disable this animation
Reproduction steps
Enable reduced motion.
Scroll until you hit a limit.
Notice that there is motion where there should not be
