Weak Password Message Should Pop Up Before Confirmation Email is Sent

Summary

I've noticed a bug that occurs regarding password strength while trying to claim an account. In the initial Claim Your Account screen, it asks for an email and password. If the password entered is too weak or does not meet standards set, it should be verified and throw an error here, not at the next screen/confirmation screen. On top of that, if the password you choose at the first screen is too weak, and you change it on the confirmation screen, the process will not allow you to continue, and you need to start the process over.

Steps to reproduce

  1. Go to Claim Your Account Screen
  2. Enter Email
  3. Enter a password that's TOO WEAK
  4. Click "Send Code"
EXPECTED BEHAVIOR
  1. An error message should appear saying the password is too weak, and to choose a different password
  2. The confirmation code should NOT be sent to the email
  3. The user should NOT be taken to the next confirmation screen
ACTUAL BEHVAIOR
  1. The confirmation email is sent with a code
  2. The user is taken to the next screen
  3. The user enters the verification code they receive in their email
  4. The user presses the "Claim account" button
  5. The user is then given the "Password too common" error.
  6. The user changes the password to something that passes the standard
  7. User hits the "Claim Account" button
  8. User is given an error saying the ticket has already been completed
