Imported GIFs disappear on reload

Summary

Using the import feature in GIF picker present on canary, if you reload/restart the client. The imported GIFs seems to be missing from favourites.

Steps to reproduce

1. Open GIF picker
2. Go to favourites
3. Click import and import GIF(s) that's not already there
4. Reload (CTRL+R)
5. Open GIF picker and Go to favourites, the imported GIFs are missing.
