Cannot add animated emoji if static slots are filled

Summary

If you try to add a custom animated emoji when all static emoji slots are filled, it will refuse and say that there are no more static emoji slots, despite you not adding a static emoji.

Steps to reproduce

1. Create a community
2. Add 50 static emojis
3. Try to add an animated emoji
