Can't Mute with PTT

Summary

If you turn on PTT you can not mute yourself to prevent audio leaks from accidental presses. Meanwhile with Push to mute you can mute. Also the audio threshold should be as low as possible when in push to talk because its not using voice activity and PTT mute should be different than normal mute both in concept/UI depiction. A bit unrelated but PTT should not trigger if not in voice chat, the UI makes it distracting

Steps to reproduce

1. Enable PTT
2. Set keybind
3. You can't mute and pressing the keybind will always unmute
