Cannot preview non UTF-8 site correctly

Summary

image Fluxer cannot preview non UTF-8 encoded website correctly. Mainly, old Japanese websites are affected non UTF-8 website example: https://www.sony.jp/CorporateCruise/Press/200308/03-0828/

Steps to reproduce

Post non UTF-8 site URL
Preview show broken characters

Fixed via #1672, about to be deployed. This specific example shouldn't have embedded to begin with, however, since it was lacking the required baseline meta tags, which I've now corrected as well. However, other sites will embed correctly now without assuming UTF-8, when this is live.
