xdg-desktop-portal GobalShortcuts are not fully implemented

Summary

Currently evdev with broad permissions is used for Wayland support, but there is currently an incomplete support for GobalShortcuts. Ideally GobalShortcuts should be used so that features like Push to Talk can be used without any OS level modifications giving Fluxer better Linux desktop support going forward.

Steps to reproduce

  1. Run the command groups as your current user on Linux
  2. Make sure your user isn't part of any group called input or an equivalent for your distro
  3. Register a shortcut for push to talk or something else
  4. Un-focus the window of Fluxer by clicking on another window
  5. Press the shortcut you've registered

OS: Linux, Wayland
