Self-hosted: Typing indicators inside chats rarely appear

Summary

On a self-hosted instance, all users are only seeing the "[name] is typing..." indicator at the bottom of the conversation on uncommon occasion, while typing indicators in the member list are working consistently on desktop. On the mobile web interface, no typing indicators seem to show up much.
