Self-Hosting: Mail system ignores tls parameter

Summary

When the field "SMTP Host" in /admin/instance-config is set to a local ip-address (192.168.X.X) and "Use TLS" checkmark is unchecked the system ignores it and still tries to use TLS, leading to mail not sending.

Steps to reproduce

  1. Set "SMTP Host" to local address
  2. Uncheck "Use TLS"
  3. Try to send mail
  4. Observe "Hostname/IP does not match certificate's altnames" message in logs
