Re-opening as this issue still persists on the latest Windows Canary client.

The only change is now vertical scroll zooms in and out, horizontal scroll still does not work.
I'm just copy-pasting because the previous issue was close/locked with no ability to simply re-open, I do not find this condusive to good bug reporting/handling.
Summary
Tested Windows native app, Brave, and Firefox.
Tested mouses: Razer Basilisk V3, Kingston HyperX Cheese Grater, Onn MMO, Onn Wireless Cheapo
(Note: only the Razer supports horizontal scroll for my testing)
Actual behavior:
When zooming into an image posted into chat, the vertical and horizontal scroll actions do not have any affect at all.
Expected behavior:
When zooming into an image posted into chat, the vertical and horizontal scroll actions should pan the image vertically/horizontally.
No errors are logged to the console during these attempts.

Steps to reproduce
- Click an image to bring the image view up
- Click to zoom on the image
- Attempt to scroll up, down, left, or right with the scrollwheel/tiltwheel of your mouse.
