User profile notes get cut off and aren't scrollable

Summary

This was originally mentioned by noisieev#0001 in Fluxer HQ. The text field for user profile notes is small and not scrollable. You can click on it and use your up and down keys to switch between lines, however.

Steps to reproduce

1. Open a user profile.
2. Add a note with multiple line breaks to their profile and save it.
3. Attempt to scroll to see the lines.
