Focus ring position misplace on scroll

Summary

When I go to the login page, clicking on Tab to focus the email input field the Focus ring appears around the field. Next if I scroll down on the page, the Focus ring gets misplaced instead of staying on the email input field.

Steps to reproduce

1. Go to /login.
2. Press tab to focus the email input field.
3. Scroll down on the page.
