Cannot move caret down with arrow keys in blockquotes if multiple lines are empty

Reproduction steps

Enter into a message field two empty blockquote lines, which is the minimum to reproduce this bug. To do so, type the > character, then a space, and then press Ctrl+Enter.
Press the Up key to go to the end of the first line.
Press the Down key.

Expected behaviour

The caret should move to a line below.

Actual behaviour

The caret does not move. If you use the mouse or Ctrl+End, the caret can still be moved as normal. The caret can also be moved up with the Up key as expected.
