3rd party images aren't upgraded by rexctl

Reproduction steps

  1. Check docker image digests
  2. Run rexctl upgrade
  3. Check docker image digests again

Expected behaviour

If there is a newer image for a 3rd party image tag, rexctl should download it together with the normal fluxer upgrades

Actual behaviour

rexctl only upgrades fluxers own images and ignores updates to the 3rd party images

Platform

Self-hosting
